About Employment Services
Tribal Employment Services provides comprehensive career development, job training, and employment support to tribal members and Native Americans in our service area. We are committed to helping individuals achieve their career goals and economic self-sufficiency through a variety of programs and services.

Our Services
Tribal Employment Services is organized into four main areas, each providing specialized support:
Human Resources
Provides compensation and benefits information to all tribal employees, and serves as support services to implement and enforce organizational policies and procedures.
TERO
Tribal Employment Rights Office monitors and enforces tribally enacted Indian Preference law for employment, training, contracting, and other business activities.
Compensation & Benefits
Administers benefits for eligible tribal and tribal enterprise employees, ensuring comprehensive employee support.
WIOA Job Training
Workforce Innovation and Opportunity Act programs offering comprehensive employment and training services for adults and youth.

TERO - Tribal Employment Rights Office
About TERO:
Located at the Ventures/Construction Office, TERO monitors and enforces tribally enacted Indian Preference law. TERO ordinances require that all construction employers, including ODOT contractors operating on or near the reservation, give preference to qualified Indians in all aspects of employment, training, promotion, contracting, subcontracting, and other business activities.

Authority: The tribe's authority to enact and enforce Indian/Native employment preference law is grounded in its inherent sovereign status.

WIOA Job Training - Adults
Comprehensive Services Program for Adults:
The Workforce Innovation and Opportunity Act (WIOA) offers employment and training services to help adults obtain and retain employment, enter higher education, or enlist in the military.
Services Include:
- Career assessments and labor market information
- Short-term paid work experience (10-12 adults per year)
- Employment and training services
- Support services to obtain/retain employment
- Skills upgrading and development
- Job referrals and coaching
- Employment & Life Skills Academy
- Assistance with ABE/GED registration, books, and testing fees
- Registration fees for classroom training
- Driver's license assistance (fees for first-time, renewal, reinstatement)
- Coordination with other resources for maximum benefits
Eligibility (Adults):
- Native American, Alaska Native, or Native Hawaiian
- Male adults age 18-26 must be registered with Selective Service
- Unemployed, underemployed, in need of retraining, or low income
- Live within service delivery area (Warm Springs Reservation or Wasco, Jefferson, Crook, or Deschutes County)
WIOA Youth Services
Supplemental Youth Services Program:
Specialized services for youth ages 14-24 to help them achieve their education and career goals.
Services Include:
- Employment and training services
- Support services to obtain/retain employment
- Assistance to enter into higher education
- Support to enlist in the military
- Skills upgrading and career development
- Short-term paid work experience
- Career exploration and planning

- Ages 14-24
- Native American, Alaska Native, or Native Hawaiian
- Low income
- Live within service delivery area
- Males ages 18-24 must be registered with Selective Service
How to Apply for WIOA Services
Getting Started
- Complete an application for services
- Provide documentation to prove eligibility:
- Proof of being Native American, Alaska Native, or Native Hawaiian
- Proof of unemployment, underemployment, low income, or need for retraining
- Proof of living within service delivery area
- Selective Service registration (males 18-26)
- Complete an intake for eligibility determination
- Work with staff to develop an appropriate plan based on your skills, abilities, career interests, and goals

Q: Do you have any jobs available?
A: The WIOA adult program serves 10-12 adults per year for work experience placements based on customer goals and employer needs. These placements help participants obtain and retain unsubsidized employment, enter/re-enter higher education, or enlist in the military.
Q: Can you help me with my driver's license?
A: Yes! WIOA customers may receive assistance with first-time license fees, knowledge test fees, drive test fees, reinstatement fees, or renewal fees. You must be WIOA eligible prior to receiving assistance.
Q: What kind of services are provided?
