Social Services provides a wide range of assistance programs to support community members and families throughout all stages of life. Our programs help ensure that tribal members have access to essential services, nutrition assistance, energy support, child protection, disability services, and more.

Programs & Services

Children's Protective Services (CPS)

Mission: Children's Protective Services empowers parents, families, and community members through support, accountability and cultural teachings to give all children an optimal start in life with opportunities for a bright and positive future.

Services:

  • Prevention and intervention services for families in need
  • 24/7 emergency shelter at CPS Center
  • Child abuse and neglect reporting
  • Family reunification support
  • Foster care placement coordination
  • Child abuse prevention programs (April awareness month)

How to Report Child Abuse/Neglect:

  • During business hours: Call CPS at (541) 553-3209
  • After hours/weekends: Call Warm Springs Police Dispatch at (541) 553-1171
  • Provide: Child's full name and DOB, parent/guardian info, location, incident details
  • Reporting party information is kept confidential

Eligibility: Families and children that are court ordered and involved with CPS.

WIC - Women, Infants & Children

About WIC: The Special Supplemental Nutrition Program for Women, Infants and Children (WIC) provides a nutritious food package, information on healthy eating, breastfeeding support, and referrals to other healthcare and community services.

Mission: The WIC Program works to protect the health of low-income pregnant, postpartum, and breastfeeding women, infants, and children under 5 years of age.

Eligibility Requirements (must meet all 4):

  • Live in the State of Oregon
  • Be a pregnant, postpartum, or breastfeeding woman OR an infant or child under 5 years
  • Have household income less than 185% of poverty guidelines OR participate in Oregon Health Plan, TANF, SNAP, or FDPIR
  • Have a nutrition need or risk factor (determined by WIC staff)

Tribal Commodity Program (FDPIR)

About: The Food Distribution Program on Indian Reservations (FDPIR) is a federal program that provides USDA foods to low-income households, including the elderly, living on Indian reservations and to Native American families residing in designated areas near reservations.

Eligibility:

  • Income eligibility based on federal household income standards (NET income from wages)
  • Monthly payments counted (Per Capita and other monthly payments)
  • Quarterly and bi-annual payments NOT counted
  • Deductions: shelter/utility, dependent care, child support, medical expenses, home care meals

Categorical Eligibility: If all household members receive Public Assistance, General Assistance, or SSI.

Important: Cannot receive both food stamps and commodities (both operated under USDA).

Low Income Energy Assistance (LIHEAP)

About: Low Income Energy Assistance Program (LIHEAP) is a Federally-funded program that helps low-income households with their home energy bills.

Eligibility:

  • Low income tribal households residing on the Reservation
  • Eligibility determined by family size and household income
  • Warm Springs eligibility set at 150% of poverty guidelines
  • Income guidelines vary each year based on state poverty guidelines

FAQs:

  • Q: Can I get both wood and help with light bill?
    A: No, you can get one or the other but not both.
  • Q: Can I get help from both Warm Springs and Madras?
    A: If you get assistance from Warm Springs, Madras will not assist you until the Warm Springs grant is gone.

Disabilities Coordination

About: The Disabilities Coordinator assists persons with disabilities in the Warm Springs community to ensure appropriate intervention and service coordination is provided.

Vocational Rehabilitation

About: Tribal Vocational Rehabilitation is a program offered to improve employment outcomes of American Indians with disabilities by providing effective tribal vocational rehabilitation.

Eligibility Requirements:

  • Furnish written documentation of psychological or medical disability signed by a professional
  • Have difficulties in obtaining, maintaining, or advancing in employment caused by the disability
  • Be enrolled in a federally recognized Indian tribe
  • Reside within the Warm Springs Indian Reservation or within a 65-mile radius of the reservation boundaries
  • Reasonable expectation that vocational rehabilitation services will lead to employment

FAQ: Is alcohol and drug addiction a disability?
Answer: Yes, as long as it is diagnosed by a professional with the appropriate credentials.

Medical Gas Assistance

About: This benefit is set up to assist eligible community members with a gas voucher to get to and from referred medical appointments.

Eligibility:

  • Must be a member of a federally recognized tribe eligible for IHS services
  • Must reside on the Warm Springs Reservation
  • Must be referred by a medical provider of the Indian Health Services

Application Process:

  • Submit verification of appointment with referral from IHS Medical Records Office
  • Must submit 3 days prior to appointment (unless same-day appointment)
  • NO vouchers issued after appointment occurs, for any reason
  • Assistance provided for any IHS Medical Provider referral
  • Priority system may be used depending on fund availability (determined by medical provider)
  • Must provide documentation from Tribal CHR Program that you don't meet their transportation requirements
  • All drivers must show proof of driver's license

Important: No reimbursements. All requests must be made prior to appointments for verification and processing.
